Who We Are The MLC was established in 1984 and now provides a voice for the more than 834,580 residents and over half a million employees who work in our 16 suburban communities. The MLC Cities are: Apple Valley                             Bloomington Burnsville                                  Eagan Eden Prairie                             Edina Inver Grove Heights                 Lakeville Maple Grove                            Maplewood Minnetonka                              Plymouth Savage                                    Shakopee Shoreview                                Woodbury Our communities aren’t all the same—some are growing rapidly while others are fully developed; some are primarily residential communities while others contain significant commercial developments. Despite those differences, we share common demographic, economic and tax base characteristics.
